State. of Qualifications RFQ 25-0025

(Published in the St. Joseph News-Press Fri. 6/13/25) Introduction & Invitation for Construction Manager-At Risk to Submit Statement of Qualifications RFQ 25-0025 Buchanan County, Missouri is developing preliminary concepts for a renovation and expansion of the existing Juvenile Facility located on Green Acres Road in St. Joseph, Missouri. The 1,430 square foot renovation and 10,500 square foot addition will give the County additional housing space, medical treatment space, classroom and activity space, along with additional offices for facility staff. The County has selected the architectural firm of Goldberg Group Architects, LLC (GGA) to begin the design process. The County is pursuing a Construction Management (CM) project delivery method. The project will be done on an open-book, cost plus fee basis, to a Guaranteed Maximum Price (GMP). The form of agreement will be AIA A133-2019 Standard Form of Agreement Between Owner and Construction Manager as Constructor where the basis of payment is the Cost of the Work Plus a Fee with a Guaranteed Maximum Price. All portions of work must be publicly bid. To qualify for consideration, a firm must be prepared to provide the expertise, resources and personnel experienced in project planning, cost management, project control, pre-construction and construction techniques, value-engineering analysis, scheduling, and quality assurance throughout the planning and construction phases of the project. Interested parties must submit ten (10) physical copies and an electronic copy of their corporate qualifications to the Buchanan County Commission no later than July 9, 2025, at 10:00 AM local time. Late proposals will not be accepted. Any questions must be received in writing by Purchasing Agent Kim Hartman (khartman@co.buchanan.mo.us) by June 23, 2025, no later than 10:00 AM local time; responses will be provided by email to vendors of record. The Commission plans to notify firms of selection for Phase II no later than July 23, 2025.
