US–REDISTRICTING LAWSUIT-NORTH DAKOTA

Ruling in North Dakota case erases path for people in 7 states to sue under the Voting Rights Act

SUMMARY: Private citizens in seven states no longer have a legal path to sue under a key section of the Voting Rights Act, under a federal appeals court ruling. Wednesday’s decision shuts off a route through a federal civil rights law known as Section 1983, which provides a legal vehicle to bring a lawsuit. A 2023 ruling in an Arkansas case held that Section 2 of the Voting Rights Act does not allow private claims, which conflicted with decades of precedents. The latest ruling is a reversal for two Native American tribes in North Dakota who had successfully challenged the Legislature’s 2021 redistricting map as diluting their voting strength.

US–AIRCRAFT DOWN-NEAR MISSES

Hotline between military and air traffic controllers in Washington hasn’t worked for over 3 years

SUMMARY: Sen. Ted Cruz asked whether a hotline between military and civilian air traffic controllers in Washington, D.C., that hasn’t worked for more than three years may have contributed to another near miss shortly after the U.S. Army resumed flying helicopters in the area for the first time since January’s deadly midair collision. The Federal Aviation Administration official in charge of air traffic controllers confirmed the agency didn’t even know the hotline hadn’t been working since March 2022 until after the latest near miss. He said civilian controllers still have other means of communicating with their military counterparts, but the FAA insists the hotline be fixed before Army helicopter flights resume in Washington.

Missouri lawmakers approve referendum to repeal abortion-rights amendment

SUMMARY: Missouri lawmakers have approved a referendum seeking to repeal an abortion-rights amendment passed by voters six months ago. The Republican-led Senate voted Wednesday to place a new amendment on the statewide ballot that would instead impose a ban on most abortions, with exceptions for rape and incest. The vote came after the GOP majority used a rare procedural move to cut off debate by Democrats who opposed the measure. The new referendum would go before voters in November 2026 unless Republican Gov. Mike Kehoe calls a special election sooner than that. Missouri senators also passed legislation that would repeal a voter-approved paid sick leave law.
