Democrats demanded the funding of health care benefits set to otherwise expire, while Republicans said the extension on the table is ‘clean’ and should therefore be accepted by both parties * Shutdown likely furloughs federal employees from work, except those whose jobs ‘protect life and property’ who are expected to work without pay.
