Missouri Commissioners Award First Temporary Sports Betting Licenses

The Missouri sports betting landscape is becoming clearer.
The Missouri Gaming Commission today awarded the state's first nine temporary sports betting licenses. DraftKings, Circa Sports, FanDuel, Fanatics Sportsbook, Caesars Sportsbook, BetMGM, ESPN BET, bet365, and Underdog received temporary online sports betting licenses.
The Show-Me State will launch sports betting on Monday, Dec. 1, 2025 at midnight.
All Applicants Receive Licenses
The Missouri Gaming Commission awarded each of its applicants a temporary online sports betting license. DraftKings and Circa Sports were both awarded untethered online sports betting licenses over the summer, while the remaining licenses are tethered.
The remaining license holders are required to partner with a Missouri professional sports franchise or casino to gain access into the state.
BetMGM announced a market access deal with Century Casinos in May, while bet365 announced a sports betting market access agreement with the St. Louis Cardinals this past March.
FanDuel entered the market through its partnership with St. Louis CITY SC, an MLS franchise, while Fanatics Sportsbook entered the state through an existing partnership with Boyd Gaming.
Both ESPN BET and Caesars Sportsbook used its existing Missouri casinos to gain access. PENN Entertainment, which is partnered with the ESPN BET, owns Hollywood Casino and River City Casinos in the state, while Caesars Entertainment owns Harrah's Kansas City and Horseshoe St. Louis.
Underdog partnered with the Kansas City Royals for its market access.
Remaining Steps Prior to Launch
Several key steps must take place prior to the state launching sports betting on Dec. 1.
The licensed sports betting operators will open account registration and funding for users on Monday, Nov. 17, at midnight, provided the accounts are established in compliance with the proposed regulations.
The Missouri Gaming Commission will officially institute its sports betting rules on Nov. 30, 2025, a day before its sports betting launch. Any modifications to the house rules or internal controls prior to this date will be forwarded to the operators.
