Amend Chapter 17 of the Code of Ordinances entitled “Health and sanitation” to add a new Article XII to be titled “Prescription drug monitoring program” for purposes of providing for the adoption of provisions to monitor prescription drug prescribing and dispensing.

Approve a final plat entitled “Final Amended Re-Plat, Greens of Ashland Plat 4,” a major residential subdivision consisting of 28 lots located generally in the Southwest and Southeast Quarter of Section 34, Township 58 North, Range 35 West, as requested by Bradley Grooms.

Authorize the acceptance of $9,607 from the Missouri Department of Public Safety to be used for police officer training and an amendment to the Police Department budget in the General Fund for a decrease in the amount of $1,393 to reflect the actual revenues received.

Authorize an amendment to the General Fund, Parks Designated Funds Program budget and acceptance of a donation from the Humane Society of St. Joseph both in the amount of $10,000 to be used for veterinary care and food for the animals at Krug Park.

Authorize an amendment to the Senior Citizens Center Program budget in the General Fund and acceptance of a donation from the Senior Citizen Foundation Inc., both in the amount of $12,500, to provide funding for a fitness coordinator at the Joyce Raye Patterson Senior Center that was previously provided through a contractual arrangement with the Foundation by increasing the hours of the part time fitness coordinator at the REC Center thereby creating a full time position whose time will be split between the two facilities.

Enter into an agreement with the Missouri Department of Natural Resources to accept a grant to assist with the purchase and installation of a new inclusive multigenerational playground structure and disc golf course at Bartlett Park and amending the Capital Projects Fund budget both in the amount of $250,000.

Authorize an amendment to the Missouri Theater Program budget in the General Fund and acceptance of a donation from the Allied Arts Council both in the amount of $386,000 for replacement of the sound system and renovations to the dressing rooms and Green Room at the Missouri Theater.

Authorize an amendment to the Capital Projects Fund budget to roll forward prior year funds in the amount of $700,000 for the City’s portion of the Missouri River Levee System improvements being undertaken by the United States Army Corps of Engineers, authorized by an interlocal agreement between local sponsors.

Amend Section 7-107 of Chapter 7 “Buildings and building regulations” of the Code of Ordinances titled “License requirements and exceptions” to allow contractors to meet licensing requirements by obtaining a statewide license.

Adopt the annual revisions to the City’s Personnel Manual, which sets forth the policies and procedures pertaining to employees of the city of St. Joseph.

Authorize an amendment to the Fire Department budget in the General Fund in the amount of $1,700 and acceptance of a grant from the Missouri-American Water Co. in the amount of $1,200 and a donation from TransCanada Pipeline in the amount of $500 to be used to purchase training materials.

Accept a Deed of Gift from St. Joseph DG LLC for all public sanitary sewer infrastructure to serve Dollar General and a portion of Northwest Commercial Park, located along Commerce Avenue, east of Route K and west of U.S. Highway 59 in north St. Joseph.

Amend the Police Department budget in the General Fund to accept a donation in the amount of $100,000 from the Humane Society of St. Joseph and Buchanan County, Missouri to be used for the Police Department K-9 Unit.

Authorize an amendment to the General Fund, Animal Control Program budget and acceptance of a donation from the Humane Society of St. Joseph both in the amount of $10,000 to be used toward construction of a new animal shelter.

Express support of the development of St. Charles Place, a thirty-eight unit senior rental complex located at 3240 Pear St.

Express support of the development of Woodbine Meadows, a 48-unit senior rental complex located at 102 S. Woodbine Road.

Authorize the purchase of an Eagle Tuf-Cut waste tire processor to be used by the Landfill Division for the amount of $44,282 from Brehmer MFG.

Authorize execution of an amendment to a contract with the Missouri Department of Health and Senior Services to provide HIV prevention projects in the amount of $62,476 for an additional year.

Grant approval to donate Phoenix, a Fire Department arson detection dog, to Jason Ziph to retain as a personal pet.

Authorize the execution of a lump sum contract with Electronic Contracting Company and the issuance of purchase orders toward said contract in a total amount not to exceed $252,400 for the Missouri Theater sound system.

Appoint individuals to serve as members of the Capital Improvements Program Citizens Committee to review capital improvement projects for the 2019 CIP sales tax initiative.
