A recent case — or lack thereof — shows that law enforcement and prosecutors often have their hands tied, even with an incident the public almost universally views as wrong.

Platte County Prosecuting Attorney Eric Zahnd announced last week that state laws prevented him from charging a man who drowned a cat after it clawed and bit another person.

    I don't know the particulars of this case but if he had no money for euthanizing, he could have used a gun but really, the point is he took care of the real problem as best he could in short order.
